Tip: Enable a prebuilt tool before adding custom or transfer
I've seen this a couple times now in different instances different accounts. If you try to enable a custom tool or a transfer before enabling a prebuilt tool I get the error message very consistently. To eliminate that I simply add a prebuilt tool first and we're good to go. Hopefully they saves you some time
