Custom Tool Issue

Running into an issue where the custom tool update_contact that I created is not pushing the contactID always. So it will pull in all the information but the workflow will fail because it didnt pull in the contactID so nothing updates.

2 screenshots below one where it didnt pull in the contactID and the other where it did. I though that was something that the AI should always send through how can I make sure it does all the time?
