Measurements Rarely Match Factory Size

Factory size in pants doesn’t mean much other than what it was when it left the factory. Rarely do measurements match these specs.

I measure the following to within 1/2 inch.

At what point do you abandon the factory size and go with what you measured?

I occasionally see hems that have been altered. I always use the new measurements in these cases. Not asking about those.
