Display Ads for lead generation

Has anyone had success with display ads for lead generation? I launched a campaign a few weeks ago, it's generating leads, but they are totally useless. Basically, all of them declined to fill out the form or said it was a mistake. Even phone calls are mistakes.

I keep adding negative placements, but I'm not sure if it's worth the time.

I'm testing two targeting methods: one by keywords and another targeting parents.

P.S.: I can't do remarketing because I'm in the mental health business, so this is basically for cold audiences.
