I have a question about manufacturing companies

I am new on DIBBS.. on the quotes they give you the specific approved manufacturer they want you to use… do you have to have a account as a individual to do business with the approved manufacturer or I can just call when the time comes to place order? Some approved manufacturers I called said they not taking new vendors right now. This is where I’m confused at.
