I click and drag on the scale both vertically and horizontally, the ruler guideline doesnt come out. How can i make it come out. I looked online and it said that it had a lock button. I cannot find this lock button. Does anyone know how to fix this?

How to move the root bone of the hamster to the middle of the x and y axis. its stuck at the top of the corner of the hamster. when i press the translate and i move it, it moves the whole hamster along with it
