What is a killer offer for the solar niche right now?

I'm really having problems selling any kind of lead generation service in the solar niche. Even if I work on comission, I can't pay for the adspend. And the niche has become very saturated with people offering lead generation or facebook ads. Any idea how I can get clients in the door without paying for the adspend myself? I thought of positioning my offer different or just offering something else first and then upsell them but I don't really know what.

Any thoughts?
