How do YOU talk to NEW people?

Guys in this Forum who are GOOD at talking to people and building/breaking RAPPORT....
What do you say? What on earth comes out of those thick lips of yours
How do you talk to people in a way that builds rapport over-time??
because "Hi. How are you. Nice weather. i walked my dog" conversations lead to NOWHERE-LAND

Help. My brain is fried trying to figure this one out.
Micheal says "Treat them all the same, Make them talk about themselves"?
Okay Micheal. Gotcha. Gotcha.........
But what does that MEAN?
"Treat them all the same" is self-explanatory. My meat-head brain comprehends this piece of advice.
But.... "Make them talk about themselves".........
WHAT?! Dear god. NO
HOW do you make them talk about themselves? In what way do you do it?
Will I make a BIG LIST of 20 questions and start rattling them off at them like a IRAQI Interrogator??
MUST I BEAR DOWN THEM WITH ZEALOUS ACCUSATIONS, AND BLASPHEMES
AM I NOW THE SPANISH INQUISITION?
Some NUANCE on this subject would be appreciated please.
Because I feel like going full autismo interviewer mode with the question-asking is a RAPID
way to lose rapport, and cement yourself as lower status in the minds of other people.
