California Governor Gavin Newsom declared a state of emergency in response to the detection of Avian Influenza A (H5N1), commonly known as bird flu, in dairy cows in Southern California.
The proclamation is ostensibly intended to bolster state response efforts and increase coordination between agencies. However, serious questions arise concerning the necessity of the measure, given the low public health risk associated with the virus and its limited impact on human health and food safety. “This proclamation is a targeted action to ensure government agencies have the resources and flexibility they need to respond quickly to this outbreak,” said Newsom.
While admitting that “the risk to the public remains low,” the governor promised to “continue to take all necessary steps to prevent the spread of this virus.”
