Fractional CTO

Who thinks a fractional high level agency CTO would be a good idea? High level has some complicated features and of course understanding workflows can be time consuming especially if someone else made them. I think getting past the basic features will be hard for small agencies. I imagine many are only scratching the surface of what is possible.
