Forwarding calls from clients to my 2 person team

I run Google Ads for 40 clients and we get a lot of incoming calls which my team needs to take. My team isn't getting the incoming calls since:

They are in the Philippines so forwarding calls doesn't really work.
Forwarding to the app doesn't work since it only rings when they are in the sub-account of one client.
They don't have all clients open in different tabs on their PC so the web app also doesn't ring.

Does anybody have a solution for this?
