The almost profitable campaign...

Hey guys, I believe I have a winning campaign here however I'm struggling with getting a profitable CPA. I'm using bid caps, tested multiple audiences with over 100 creatives. The payout is a $100 and I'm trying to get volume while at the same time maintain a profitable CPA. The problem I've had is when I put the bid cap at $100 I'm just not getting the volume I need and when I try the bully method-it starts out great and then just goes side ways. I'm also testing segmenting states, devices, etc... Would appreciate any input that might help me steer this ship to profitabiliy
