KEDB as a Business Development Tool

I was just reading about KEDB and wanted to ask is this a tool that you should only purchase if you have an existing Product and/or Service that is monetised but is underperforming? Or can you purchase it if you have zero Product and/or Service in the market and were essentially starting from a blank slate? It looks like a very capable platform and I was wondering if it would be worth the investment?

@Stephen G. Pope That's what I was wondering as well; I'm impatient in trying to assemble an editor I could afford; I don't have a team and things are getting harder. The procedure is sluggish.
