Ive spent a lot of time trying to get people in my community and I have found recently that building up my discovery rank and interacting within the communities seems to have been bringing people in organically which is awesome. Im not sure how to take this to the next level but just wanted to put it out there. provide value to the groups and get people interacting in your communities seems to work!
