The key point is just that: WHO IS THE AUDIENCE. It is probably a good idea to ask your professor directly what they prefer. Also, you need to consider what kind of course you might be in. If you're in a creative writing course, I'd say, yes, you need a hook or some kind of "interest generator." If you're in an engineering course, I'd have to say I can't really imagine it being appropriate!!!
