Change control board in Agile?

I came across a question below that has an answer stating to review the change and raise it to CCB instead review the impact with team or PO. Can anyone help any the choice is CCB in agile (Agile promotes collaboration and communication so analysis with team or PO wouldn't be the right answer)?
