How can I stop scam?

Ok. I am getting a bit annoyed by people trying to scam my community. The community is free now, and I must manually approve every new member. I know that I can decline the requests, but I wonder if that is the best way or if I should make the community paid.

I want this community to be affordable for the members who are purely there as enthusiasts and offer high Ticket service inside for those who wish to take it to the next level.

Any ideas on what will be the best way forward?
