One Skool Account, Multiple Communities

Do you pay for your Skool account or pay for each community? It appears from my settings I can't offer a free community and a paid community without paying the $99 for both (so $198 per month)? IF that is a the case I understand but that is not how I thought it would work and then I have to charge more for the paid group to offset the free group cost so I just want to make sure I understand this before changing my prices.
