ChatBot only within a website

I have a client who would like to gather all their material for a specific industry and give their members access to all the material via ChatGPT.

They want an XXXGPT – but I'm not sure that's the right way to go. For example, all their members must have the paid version of ChatGPT to use this GPT.

I have suggested that they gather all their material on one website and then get a Chatbot that only answers questions, within that website and does NOT include information from the rest of the web or its own repository.

Am I on the right track?

How do I best and most securely set up such a Chatbot?
