Struggling to test/scale lower payout offers - Auto Insurance

Hi @john-casto-5975 How do you test and scale lower payout offers like Auto Insurance, where the payout can be anywhere from $3-$10 per lead optin?

I've tested the vertical, but the CPM and CPC are killing me, as you can see in the screenshot. Any suggestions/tips would be appreciated.
