Building Outbound system from scratch at startup

Hi everyone, I'm currently leading the marketing function for a startup and I'm looking to build an outbound system from scratch (scratchy way works, don't want to spend too much money upfront). While I understand and I am steps that are to be involved, I'm a little stuck with getting started with systems and processes to bring it all together.
