Newbie Tumbler Store Questions

Sizing for tumbler wraps. I am getting my business plan/organized to start selling tumbler wraps, I am going to start with the skinny wraps first. I have a photoshop action that can resize the images with the correct DPI, the question I have is, Do you all set your sizing based on pixels or inches when creating your files to sell? Also 2nd question, do your clients get upset when you don't offer the tappered version? I have been stalking Bailey's listings and it seems like she used to do both straight/tappered and stopped doing so more recently. LOL I guess I have 3 questions, jpg, png, pdf or a combination for file formats?
