Help with opening a new Etsy

Hello,

Brand new to the Etsy selling world. I tried to open my store picked my name etc, but it was making up start selling, and yet I have nothing, I just wanted to open and then start making stuff, it will not let me go further, does that mean I need to start designing all my digital stuff and then open the store? thanks
