What is your thought process on moving forward with a property that has higher current rent then market rent? How does this effect your decision making and what other factors will you then look into?

I understand there are many other variables like increasing % of occupancy, bill back/direct bill utilities, etc. that would allow you to increase cash flow but in your opinion, does one circumstance out way the other? More specifically, is the ability to increase rent more important than any other circumstance to increase cash flow?
