Splitting hair...?
I'm restructuring a website for a local service-oriented SAB.
My research hints that the main emphasis should be on services, so the services and its pages are prominent in the top nav bar of the site. (What do you think?)
The pages for the areas served do also exist but I keep them "further away": they are not on the main navigation, for example.
QUESTIONS: When it comes to creating pages for Service1 in Area1, i.e. kind-a marrying the 2 silos, what structure would you recommend:
  1. to make the page hanging from the Service1 page or make it hanging from Area1 page?
  2. to make the URL of it as ../service1-area1 or ../service1/area1 or ../area1/service1
