Level Unlock vs Time unlock

I'm having some trouble trying to figure out the best way to go about setting up these features. Wondering if I can get some help here.

My profile is going to be paid. I'd like to have 2 levels within my group. High ticket and low ticket. For the low ticket, I want to time unlock modules every 4 weeks, but that would only be for a certain level (lower level).

The higher level would get a different module for this.

So what I'm trying to do is set up 2 different levels, and time unlock features. So I would need level unlock and time unlock, but I don't think that's possible.

Any suggestions?
