Prospecting Tool WF

I'm having trouble getting the "Prospect Generated" WF trigger to work. I've tried it with filters, w/o filters, and I can't get the WF to fire at all. I've tried adding prospects via widget form and via the dashboard. I subscribed to the Founders Plan for the report tool at the Agency level and am trying to use the WF in my agency subaccount. Do I also need to subscribe at the subaccount level to get this to work (then i'd be paying $60 every month which doesn't seem right)?
