Question for agencies

When looking at all this agencies - what’s best?

Call the number on their website and start the convo from there?

Or find email on their website - submit your cv and introduction letter letting them know you’re ready for hard work and then call them? Let’s say I spent 3-4 hrs in the morning sending cvs to agencies - shall I call them around 3-4pm to check if they had a chance to view my cv?
