I need help

I just got off a call with a prospect and we agreed on a price. I have a problems though:

He wants an Voice AI cold caller and I told him that in most states in America it's illegal. The problem is I don't think he understood and I also don't know where else it is illegal.

I'm a bit nervous of him paying me my upfront fee, and then he can't even use the bot for what he wanted it to do/thought he could use it for

Anyone have any tips/ideas of what I should do?

Also have any of you sold an AI cold caller, if so which countries was it used for and how did you let the client understand its limitations and legalities?
