Assignable Loan with private lender

One of the seller has assignable loan attached to the property? Can this property still be sold?

Do you think you have time to jump on a call or zoom with me? I have an experience investor I am dealing with who is also a contractor who wants to sell this house but has assignable loan 185,000 no repayment penalty 10 1/2 interest. He’s asking 300,000 as is cause it has some flood damage from the last storm or 325,000 if he fix the property but everything is negotiable he said.
