One of the seller has assignable loan attached to the property? Can this property still be sold?

I have an experience investor I am dealing with who is also a contractor who wants to sell this house but has assignable loan 185,000 no repayment penalty 10 1/2 interest. He’s asking 300,000 as is cause it has some flood damage from the last storm or 325,000 if he fix the property but everything is negotiable he said.
