Can you bruteforce an account from an website, using CMD?

Can you? Ebola man has made like 2 brute forcing videos or something, and i believe winrar is pretty suprising. I have been wondering if the command prompt can run websites, or any web emulators there. Maybe can they go to a website and brute force it. Can it?

I made an drawing explaining how it MIGHT work, and it probably will.
